The Schengen Agreement is an international agreement that was initially ratified by Belgium, France, West Germany (later Germany), Luxembourg, and the Netherlands in Schengen, Luxembourg, on June 14, 1985. The signatories reached a consensus to initiate the gradual reduction of internal border controls, aiming to ultimately establish unrestricted movement of individuals across nations within the Schengen area. In order to operationalize this, member nations devised a system of collective policies pertaining to visa and asylum applications, and established a comprehensive database, referred to as the Schengen Information System (SIS), to facilitate the exchange of information concerning individuals and products traversing the Schengen zone.
Upon the commencement of the agreement in March 1995, Italy, Spain, Portugal, and Greece became members in addition to the initial five, while Austria, Denmark, Finland, Iceland, Norway, and Sweden swiftly joined thereafter. The Schengen Agreement, despite its initial formation outside the European Union, was included in the EU’s legal framework with the Treaty of Amsterdam in 1999. Enhancements were implemented on the SIS with the purpose of providing assistance to national law enforcement agencies. In the year 2007, the Schengen region saw an expansion to encompass the nations of the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia. The geographical expanse of the region was expanded via the inclusion of Switzerland in 2008, Liechtenstein in 2011, and Croatia in 2023.
